With due respects, I feel the translation from Tamil to English is not correct here. Tamil text says that the parnasalais” were considered superior to palaces. And the Dileepa maharaja fell at the feet of rishis like Vasishta who lived in such parnasalais and not that Dileepa Maharaja himself stayed in one of those parnasalais.
