ஒருத்தன் கடன் படுவதனால், கடன் படுகிறவன் மட்டுமில்லாமல் கடன் தருகிறவனும் கஷ்டத்துக்கு ஆளாகிறான். இப்போது நவீன ‘ஐடியாலஜி’ போய்க் கொண்டிருக்கிற போக்கில் கடன் கொடுத்தவர்தான் அதிகக் கஷ்டத்துக்கு ஆளாக வேண்டியிருக்கிறது. ஸர்க்காரே கடன் வாங்கிப் பெரிய பெரிய திட்டம் போடுவதாக இருப்பதால் போலிருக்கிறது, கடன்பட்டவர்களுக்குத்தான் இப்போது ஸர்க்காரில் எல்லா சலுகையும்! வெளி தேசங்களில் உள்ள லக்ஷரிகள்தான் (Luxuries) இப்போது நம் ஸர்க்காருக்கு ‘டார்கெட்’ (குறிக்கோள்)! வாஸ்தவத்தில் தேசத்தில் திருப்தியும் ஆத்யாத்மிகமான அபிவிருத்தியும் ஏற்பட வேண்டுமானால், ஜனங்களுக்கு இடையில் பொறாமையும் போட்டிகளும் போக வேண்டுமானால், ‘வாழ்க்கைத் தரம்’ என்று சொல்வதைக் குறைப்பதற்குத் தான் திட்டம் போட வேண்டும். ஆனால் வாழ்க்கைத் தரத்தை மேல் நாடுகளின் தரத்துக்கு உயர்த்தியே தீரவேண்டும் என்று தீர்மானம் செய்து கொண்டு வேண்டாத வஸ்துக்களை அத்யாவசியத் தேவையாக ஆக்குவதற்கே ஸர்க்கார் திட்டம், திட்டம் என்று ஓயாமல் போட்டுக் கொண்டிருக்கிறது. இதற்காக, இந்த தேசத்திலுள்ள எல்லா ஜனங்களின் கடனையும் சேர்த்து வைத்து ஸர்க்காரே ஒன்றுக்கப்புறம் எத்தனையோ ஸைஃபர்கள் போடுகிற தொகை லோகம் பூராவும் கடன்பட்டிருக்கிறது. வேண்டாத வஸ்துக்களில் ஜனங்களுக்கு அபிருசியை உண்டாக்கி விட்டு, அதனாலேயே அவர்களை சம்பள உயர்வுக்காக எப்போது பார்த்தாலும் சண்டை, ஸ்டிரைக் என்று இறங்குவதற்குத் தூண்டிக் கொண்டிருக்கிறது. ‘திட்டம்’ என்ற பெயரில் திட்டமில்லாமல் செய்கிற காரியத்தால் ஏற்பட்டிருக்கிற inflation -ல் [பணவீக்கத்தில்] என்ன [வருமானம்] வந்தாலும் போதமாட்டேனென்கிறது. ஜனங்கள் கடனாளியாக வேண்டியிருக்கிறது. இதற்கு ஸர்க்காரே ‘இன்ஸென்டிவ்’ தருவதாக இருக்கிறது! ஜனங்களைக் கடன் வாங்குவதற்கு நன்றாகப் பழக்கி வைக்கிற ரீதியில் கிராமத்துக்கு கிராமம் பாங்குகள் திறந்து அநேக ஜனங்களுக்கு ‘லோன்’ கொடுக்கிறது. இதனாலே எத்தனையோ பொய், மோசடி, கரப்ஷன், பாங்கு சொல்கிற இனத்துக்காக் கடன் வாங்குவதாகச் சொல்லிக்கொண்டு அதை வேறு காரியங்களுக்குப் பிரயோஜனப்படுத்துவது, அதற்காக inspection staff -க்கு ‘அழுவது’ முதலில் பல பேர் மனுப்போடும் போட்டியில் ‘லோன்’ வாங்குவதற்கே அதிகாரிகளுக்கு ‘நைவேத்யம் பண்ணுவது’ என்றெல்லாம் ரொம்பக் குழறுபடியாகப் போய்க் கொண்டிருக்கிறது. அப்புறம் கடனைத் திருப்பி வசூலிப்பதும் கஷ்டமாகிறது. கட்டாயப்படுத்தி வாங்கினால் ‘வோட்’ போய்விடப் போகிறதே என்ற பயத்தில் கடனை write off பண்ணி விடுகிறார்கள்! சொந்தப் பணமா என்ன, ஜனங்கள் வரி முதலானவைகளைக் கொடுத்துதானே என்பதால் ஸுலபமாகக் கடனை வஜா செய்துவிட்டு நல்ல பெயரும், வோட்டும் ஸம்பாதிக்கப் பார்க்கிறார்கள். அதோடு போகவில்லை. சொந்தப் பணத்தைக் கடனாகக் கொடுத்தவன் அல்லது குத்தகைப் பணம் பெற வேண்டியவன் முதலியவர்களெல்லாருங்கூடத் தங்கள் பணத்தை விட்டுக் கொடுக்கத்தான் வேண்டும் என்பதாக அவர்களை வயிறெரிய வைத்து, ‘மொரடோரியம்’ என்று ‘ஆர்டினன்ஸ்’ போட்டு விடுகிறார்கள். – ஜகத்குரு ஸ்ரீ சந்திரசேகரேந்திர சரஸ்வதி ஸ்வாமிகளின் அருள்மொழிகள்
I wanted to say that when a person gets into debt, both the lender and borrower suffer. In these days of modern ideology, lenders seem to be suffering more than the borrowers. The Government itself borrows to meet its large scale plan expenditure. This may be the reason that borrowers are treated more indulgently by the Government. The target of our Government seems to be the luxuries one finds abroad. In fact, if there is to be contentment and holistic development of the country and jealousy and competitiveness have to take a back stage, the yard stick for measuring the ‘standard of living’ must be different. We should not ape the West and make the luxuries of the West our necessities and plan to attain this ‘high’ standard of living. But the Government is planning only with this target in mind. We should in fact strive to reduce the ‘standard of living’. The Government itself is borrowing enormously as though it is getting into debt on behalf of the entire populace of the country. The national debt amounts to a huge amount-countless zeroes after one. The people have been given a taste of luxuries and they resort to strikes for pay hikes. Unplanned planning has lead to inflation and in this situation, no income is sufficient to meet the expenditure. The Government seems to be giving incentive for the people to get into debt. To train the people in the art of borrowing, banks have opened branches in every village, leading to lies, corruption, and malpractices. Loans acquired under a particular head are utilized for some other purpose and the inspection team is bribed to keep quiet; in a situation where many applications for loans are pending financially placating the officers ensures that the loan is sanctioned. Collection of a pending loan also becomes difficult. Very often loans are written off in order to secure the vote banks. After all, it is not the money of the politicians; it is the tax payers’ money and the politicians do get the goodwill of the people and their votes for writing off the loans. This does not end here.
